In short, their history started romantic, went by way of epic friendship, and stayed family. I like them any which way, but honestly don't really ship them in the comics. I like them in MCU.
As for Clint/Bucky, thus the kind of sort of. I'll read them but only write an implied pre-relationship at most, most. I like them with Natasha, just like I flat NOTP Steve/Natasha but I'll ship Steve/Natasha/Clint. Sometimes I need a bridge to make a relationship work.
