It's a development document that helps communicate the central vision to everyone who is working on the show. It can be used as a pitch document and after production it often gets updated with new facts about the show so there is continuity and a maintained clarity of vision. They're mostly important when you're getting something up and running, or when you're breaking in a new writer.
