Ooo oddly enough I think rather than making them the same person, I'd play at fixing one of the truly crappy parts of Hawkeye's backstory: instead of his brother Barney faking his death via the FBI and then going batshit and deciding to kill Clint to prove "who's better," Barney actually does nearly die and is transferred to an offshoot of the Treadstone program.

Cue accidental sibling reunions and oh shit moments ensue!
